Do you need one winner or a whole order?
The right tool depends on what you want to do with the whole list after the first choice.
Use the wheel to pick one entry
A wheel is useful when you need one starter, one discussion topic or one option from several. Each spin selects one supplied entry. With winner removal off, the entire current list is available on the next spin, so repeats are possible.
For a four-entry list, each slot has a one-in-four chance on each spin. A previous win does not make that entry less likely next time. If one name occupies two slots, it has two chances; duplicate entries are not automatically merged.
Remove winners for a sequence of draws
Enable Remove the selected entry after each spin if you want to take one entry out after it is chosen. This gives you a changing list as you work through a sequence. Removing a duplicate takes out only the selected occurrence, leaving any other occurrence in place.
Shuffle for an order everybody can see
For a presentation order or game queue, a shuffled list is usually easier. It produces all positions in one action and keeps every input occurrence. You can copy the numbered queue so people know when their turn is coming.
A shuffle can return the original order, especially with a short list. That is a valid random result, not proof that nothing happened. Avoid repeatedly generating a new order just because you prefer a different outcome; decide in advance how your group will use the first result.
Use teams when positions are not the goal
If people need to work together, split the list into groups instead of reading a shuffled queue in chunks. The team generator handles the last few people and keeps group sizes balanced. Its People per team setting sets a maximum size.
